Task 7 Project Scoping #2 <br /> Task 7.1 Finalize Project Description <br /> Based on the Applicants revised Project Description, project objectives, and technical reports, the ECT <br /> shall prepare the Project Description for the NOP #2. The Project Description is to include but not be <br /> limited to land ownership, dimensions of facilities, acreage, descriptions of facilities, staging areas, <br /> phasing, population, employment, construction practices, operations, sustainability practices, public <br /> services to be provided and utility and transportation improvements. The ECT shall provide the Project <br /> Description to the ERMT and City for review and comment. Once comments are received, the ECT shall <br /> prepare the Project Description for inclusion in the NOP #2. <br /> Task 7.2 Notice of Preparation (NOPJ #2 <br /> NOP #2 shall be prepared by updating NOP #1 with the project description prepared in Task 7.2 and the <br /> data included in the CEQA technical reports. The ERMT and City shall review NOP #2. The ECT shall <br /> update NOP #2 as directed by the City. <br /> Task 7.3 Circulate NOP #2 <br /> The City shall circulate NOP #2 to public agencies and interested parties in compliance with CEQA. The <br /> ECT shall assist the ERMT in preparing a legal advertisement, including a project description and scoping <br /> meeting date and location. The ECT shall coordinate with the ERMT and City to refine the mailing list <br /> completed in Task 6.3. <br /> Task 7.4 Conduct Scopinq Meeting <br /> The ECT shall prepare for and support City staff to conduct one public scoping meeting before the <br /> Planning Commission. The ECT shall log the oral and written comments made by agencies and the <br /> public. <br /> Task 7.5 Manage Scoping Comments <br /> The ECT shall compile scoping comments in a database noting the date, name, organization and summary <br /> text of the comment. Each comment will be identified by topic so that the database may be searched by <br /> topic area. <br /> Task 7.6 Scoping Report #2 <br /> After completion of the scoping period, the ECT shall prepare Scoping Report #2. The scoping report <br /> shall document the scoping process, list the persons or agencies that submitted comments and include the <br /> comments received. A total of 200 individual comments have been assumed. Scoping Report #2 shall be <br /> reviewed by the ERMT and revised by the ECT as directed by the City. <br /> Task 8 Preparation of Draft Environmental Documents <br /> Task 8.1 Prepare Administrative Draft EIR <br /> The ECT shall prepare an administrative draft of the EIR (ADEIR). It is assumed that the project <br /> description as submitted to the City in March 2011 is the basis of the ADEIR; changes to the project <br /> Saltworks Environmental Program Task Order No. 004 Page 11 <br />
