Sole source procurement coordination and desian support (Flowserve Pumps): Effort
associated with this activity involves the following activities.

a. Determine if there is justification for sole source procurement and contract
assignment: The City has determined that alternatives to accelerating the procurement
of the main pumps should be considered and evaluated.

i. The City requested that Kennedy/Jenks prepare a summary of considerations for
sole source procurement justification.

ii. Kennedy/Jenks' work will include developing a sole source procurement procedural
flow-chart graphic comparing alternative procurement approaches, including
consideration of schedule impacts.

iii. Kennedy/Jenks will prepare for and conduct meetings with the City to support the
determination of the preferred procurement approach (i.e., City procurement of new
main pumps and assignment of the procurement order to the DPS Capacity Increase
project Contractor or the Contractors procurement of the pumps). This effort will
include providing assistance to City staff in developing the recommendations on a
preferred approach for presentation to City management.

b. Develop and coordinate the sole source procurement agreement with Flowserve:
The City requested that Kennedy/Jenks take a leadership role in coordinating and
securing the sole-source procurement agreement between pump manufacturer
(Flowserve) and the City for the new main pumps. Kennedy/Jenks' original authorization
included effort to develop a pump specification based on the Flowserve pumps that
would be included in the construction documents. The original authorization for our
efforts did not include the development and coordination of a separate agreement with a
pump manufacturer or development of a separate pump specification package.

The extra effort will involve managing the overall coordination and negotiation process,
including:

i. Identifying key issues for the City and Flowserve to resolve (this effort will involve
review and comments on both the City's and Flowserve's terms and conditions)

ii. Scheduling and hosting multiple group conference calls

iii. Producing and distributing a written agreement for multiple rounds of review and
comment by both the City and pump manufacturer, and updating the documentation
with each round of comment

iv. Documenting discussions, decisions, and action items

v. Keeping the City up-to-date on progress and the status of key issues

I
I
I
I

p :I0910988015.00_cityofredwoodcitY-lW _disLPs_capacity Jncreaselsection_ 02.contracts_&_agreementsl2.03.
contracLchange_requests_&_correspondencelaugmenLPumps.sole.source.procurementlnew _ dps.capacity.increase_budget amendJetter.proposal. doc
