<br />7A <br />Page 10 <br /> <br />a.) Setbacks: An increased hospital setback along Walnut Street (14 to 20 feet <br />range was required where a 35 to over 60 feet range is provided) to <br />accommodate an Emergency Department circular drive for vehicular drop <br />oft along with a pedestrian (secondary hospital access) walk-in area and a <br />reduced Veterans Blvd. hospital building setback/planting area (22 feet was <br />required where approximately 4 feet is provided). <br />b.) Frontaae Improvements: Street frontage standards that allow design <br />flexibility, subject to City review, if necessary to accommodate unanticipated <br />circumstances such as subsurface utility conditions that would otherwise <br />alter the location for the installation of required street trees. (Refer to Kaiser <br />Permanente Replacement Hospital Plan provided under separate cover). <br /> <br />B. Approved the Planned Community (PC) Psrmit for Kaiser's proposed Phase 1 <br />Hospital Replacement Project, including a Central Utility Plant (CUP) and related <br />on-site and off-site improvements, subject to City Council approval of proposed <br />revisions to the Kaiser Precise Plan . <br /> <br />On July 26, 2010, the City Council subsequently approved Resolution # _to amend <br />the Kaiser Precise Plan to allow the modifications outlined above. <br /> <br />(On DATE) the Planned Community (PC) Permit for Kaiser's proposed Phase I Hospital <br />Replacement Project (new hospital', centrat utility plant (CUP) and related on-site and <br />off-site improvements) became effective subject to the following findings and conditions <br />of approval: <br /> <br />FINDINGS: <br />1. Refer to 1) Resol.tltion No. 14549, on file at the City Clerk's Office, for findings, <br />adopted by the City Council on August 25, 2003, making certain findings concerning <br />mitigation me~sures, adopting the fv1MRP, making findings concerning alternatives <br />and adopting a Statement of Overriding Considerations for the Project; 2) an <br />Ordinance amending, Article 60;. Zoning Map No. 1 to rezone the Kaiser property <br />from "CA" (Commerciaf Administrative) and "CB" (Commercial Business) to uP" <br />(Planned Community) District; and 3) an Ordinance approving the Kaiser Precise <br />Plan. <br /> <br />2. The Second Addendum tO'the Kaiser Master Plan EtR (for minor modifications to the <br />Kaiser Precise Plan fot the Phase 1 Kaiser hospital replacement project) was <br />adopted pursuant to CEQA Guidelines 9 15164 based on the Initial Study prepared <br />for the Second Addendum. The Addendum and Initial Study analyzed the Project <br />and its potential to result in new significant impacts and/or impacts that are <br />substantially different from those described in the Kaiser Master Plan EIR. The City <br />finds that the minor modifications to the Kaiser Precise Plan, proposed for the <br />Project, do not require a Subsequent EIR or the preparation of a supplement to the <br />Kaiser Master Plan EIR under CEQA Guidelines 99 15162 or 15163. The City also <br />concludes that the Kaiser Master Plan EIR adequately addresses the potential <br />impacts of and mitigation measures for the Project <br />
