How does the project provide access to the specific destination? Explain:

6.2A
Page 9

This prol ect closes an existing gap of the Bay Trail that is between the existing Class I
bike path next to the auxiliary lane of US 101 and the existing Class II bike lanes on Bair
Island Road. The current unimproved trail is not usable by commute or recreational
bicycle riders.. so cyclists are forced to use East Bayshore Road and share the roadway
with motorists. This closure will help to connect the southern end of Redwood City with
the Redwood Shores portions of the Bay Trail.

In addition. this prOTect will also facilitate the public use of Bair Island Wildlife Refuge.
Bair Island is a 3..000-acre portion of the Don Edwards San Francisco Bay National
Wildlife Refuge. and is frequented by an estimated 250..000 visitors annually. Walkers.
loggers. cyclists. nature lovers. and families from throughout the Bay Area enjoy Bair
Island's wildlife. open space.. and scenery. Currently the US Fish and Wildlife Service is
undertaking the restoration of about 1.400 acres of Bair Island.. to return it to its natural
condition as tidal wetlands. The restoration of this ecological treasure will help renew
natural vegetation. protect critical wildlife habitat and endangered species. reduce
mosquito breeding. and offer revitalized public access and renewed opportunities for
environmental education

Historically.. the public used the unimproved area in front of the gate leading to Bair
Island for parking. while spending time at the refuge (end of Whipple Ave.). This
parking area was located at the apex of a curve in the roadway. As a result. on-coming
traffic could not see cars turning into or out of the parking area. When the property was
transferred to the US Fish and Wildlife Service.. a new parking lot was built
approximately 0.5 miles away from this access point. due to this hazardous condition.
This parking lot will link to this access point by the proj ect trail. (clarify whether trail
links to old access point (.5 miles) or new lot) A large maTority of the trail remains
unimproved and in various stages of deterioration.. making access to Bair Island difficult
and inconvenient to many visitors. The proposed project will overcome the current
difficulties with access to Bair Island.

PROJECT READINESS

At what stage is the design of the project?

Preliminary design and surveying for the prOTect has been completed. Construction plans
need to be completed before construction can start. Final design and construction
drawings should take a few months to complete once funding has been secured for this
proiect.

Right-of- W ay Certification required?

Yes X No

If required, completed?

Yes X No _ (submitted)

Permits/Agreements required?

Yes _~ No

If required, completed?

Yes

No X
