B. Water Shortage Contingenby Plan (desired policy for allocation of water <br />during the next drought); <br />Public Works Services Superintendent Rosas stated that no decisions are to be <br />made but that staff is seeking direction on the Council's policy on how to deal with <br />a future water shortage. Mr. Rosas stated that the threat of a drought can happen <br />any year and with the vulnerability of the Hetch Hetchy system, the fact that <br />Redwood City is purchasing more water than the contractual supply limit, makes <br />matters worse. The contingency plan identified the criteria for action at each stage <br />of shortage. <br />Public Works Services Ingram stated that statistically, we are on the cusp of a <br />drought and stated that it is prudent to discuss at this time so that <br />recommendations can be developed based on equitability and Council direction. If <br />a shortage occurs, this plan will serve as a tool and used to manage the City in a <br />drought. He summarized by stating that the charts shown illustrate that about one - <br />third of the water use is outdoor, one -third is in the indoors of single - family homes <br />and the other third is a mix of the multi - family and commercial use. <br />Public Comment <br />Ray Wang applauded the City's efforts in drought planning and his comment <br />pertained to the timing of the drought plan and potential tie -in to the treated <br />wastewater or recycled water projects. He stated findings from the State's <br />Department of Water Resources' Drought Preparedness website and other <br />questions and concerns submitting his written comments for the record. <br />Robert Baldwin asked why Redwood City is over its usage and if we can <br />renegotiate for a better deal. <br />PWS Director Ingram stated that the reason for addressing the issue now is <br />because the Urban Management Plan is outdated and not reflective of the current <br />realities. It should address the Council policies about water. Ingram stated that the <br />forecast in the 1980's could not have planned for the rapid build out and its effect <br />on water demand. The 29 agencies will be in a negotiation process but the system <br />only has so much water in it. <br />Consensus by Council was to reschedule discussion and /or direction to a later <br />time.
