Prior to collection of salary data, a.basic position <br /> <br />classification plan shall be constructed or brought up~ <br /> <br />to-date. The classification plan shall be reviewed as <br /> <br />directed by the City Manager, and shall be revised as <br /> <br />changes in organization, staffing, employment sto.ndards, <br /> <br />etc., affect the duties of individual positions. <br /> <br />The allocation of a position within the classificC).tion <br /> <br />plan sllall be based on the position1s assigned duties and <br /> <br />responsibilities and on the minimum qualifications required <br /> <br />for employment. Each job shall be considered in relation <br /> <br />to other jobs in the classification plan so that substantially <br /> <br />equal. work shall lead to equal classificationc .The classifi~ <br /> <br />cation plan shall serve as a stable basis for salary ddmini- <br /> <br />stration, and internal pay relationships shall not be changed <br /> <br />wi thout consideration of t.he effects of a proposed change on <br /> <br />other related positions. <br /> <br />II. Euell year the Cit.y Hanager shall cause a salary survey to be <br /> <br />conducted of, the prevailing rates of pay in Red~ood City's <br /> <br />labor market area. <br />
