7.A '� <br /> Page 30 <br /> Administrative Record training sessions will occur to ensure that project documents are correctly <br /> identified, categorized, named, and filed. Training will be held for staff, City personnel, and agency <br /> personnel the City wishes to include. <br /> TASK 3 IDENTIFICATION OF AGENCIES AND EXPERTS <br /> 3.1 NEPA AND CEQA STRATEGIES <br /> The ECT shall participate with the ERMT in identifying the appropriate NEPA lead agency and <br /> responsible NEPA and CEQA agencies. The ECT shall participate with the ERMT in identifying CEQA <br /> doeumentation strategies. Once the NEPA lead agency is identified the NEPA documentatian strategy <br /> shall be developed. <br /> 3.2 IDENTIFICATION OF TECHNICAL EXPERTS <br /> Based on the development of the environmental section outlines in Task 4 and results of the scopink <br /> meetin�s,the ERMT with ECT participation shall assemble a list of expert resources to be considered for <br /> inclusion on the ECT. <br /> TASK 4 ENVIRQNMENTAL SECTION OUTLINES <br /> The purpose of this task is to capturc and record appropriate information to be used in the subsequcnt � <br /> phases of the project. Outliiies of the identified sections shall be used to document the collected ' <br /> information. The outline shall reference reports, minutes, and memoranda that provide infonnation and <br /> details not appropriate for an outline. <br /> 4.1 PRQJECT DESCRIPTION OUTLINE <br /> The ECT shall ��maintain an outline of the Project Description. The Project Description is to <br /> include but not be limited to land ownership, dimensions of facilities, acreage, descriptions of facilities, <br /> staging areas, phasing, population, employment, construction practiccs, operations, sustainability <br /> practiees,public services to be provided and utility and transportation improvements. <br /> 4.2 PR�JECT OBJECTIVES, PURPOSE,AND NEED OUTLINE <br /> The City shall provide the ECT with sections of the General Plan that identify the City's objectives, <br /> purpose, and need. The Applicant shall provide their statement of objectives, purpose, and need. Using <br /> the provided documents, the ECT shall �—revise the draft outline of the Project Objectives, <br /> Purpose,and Need_ <br /> 4.3 AFFECTED ENVIRONMENTS AND STUDY AREA OUTLINE <br /> The City and Applicant shall provide the ECT with relevant cechnical studies, reports, and graphics <br /> related to the potential study arca of ttie Project. The ECT shall review the documents to identify the <br /> affected environmental areas,potential study area,and data gaps. <br /> 4.4 MAPPING OF STUDY AREA <br /> The ECT shall assemble available mapping of the affected resources using the studies, reports, and <br /> graphics provided by thc City and Applicant. <br /> NAUGE BRUECK <br /> ,► s s o c � .
