FXS:~~ ~/02/92 (008/31) <br /> FXS:~ . 1~,03/92R <br /> FXS:dmp 12/09/92R <br /> <br />trapped in the spill containment areas that was noted in the Final <br />EIR would apply to both Phases of the Project. <br /> <br /> (e) The only land use change has been the addition of the <br />Romic Corporation's transshipment facility for reprocessed <br />solvents on a site near the Project site. This change does not <br />affect the Project in any substantial manner. <br /> <br /> (f) There would be no change in traffic impacts. Phase <br />traffic would be less than projected for the ultimate Project. <br /> <br /> (g) The risk of upset from fire or explosion would be <br />present with the Project. These risks can be minimize with a <br />Spill Containment Plan, an Emergency Contingency Plan and by <br />meeting the Redwood City Fire Department's permit conditions. The <br />mitigation measures have been clarified to ensure that plans are <br />prepared and implemented before commencement of any operations, <br />including Phase I. <br /> <br /> (h) The potential human health risks from the storage, <br />transporting and processing of hazardous materials (petroleum <br />products) in Phase I, and hazardous wastes (oil/water mixtures) <br />with the ultimate Project, would be reduced through the Federal, <br />State and local laws and regulations designed to minimize off-site <br />health risks and to ensure on-site worker safety. <br /> <br /> (i) The burrowing owls that were detected on the site in <br />1989 have not returned. The potential impacts on wildlife <br />identified in the SEIR are therefore not expected to occur. <br /> <br /> (j) Potential cumulative impacts reported in the SEIR did <br />not consider the Romic Chemical Company transshipment facility, <br />which was proposed, approved and constructed after the SEIR was <br /> <br /> <br />
