The Dis~ <br />trict is uninhabited and has no registered electors residing <br />within its boundaries. The "voters" entitled to vote at <br />said bond election shall therefore be "owners" as said <br />terms are defined in Sections 222, 216 and 706 of the <br />Ordinance. <br /> <br />3. The general object and purpose of each of <br />the five projects for which it is proposed to incur a <br />bonded indebtedness is as set forth in the bond measure <br />describin~ such project set forth in Section 6 hereof. <br />4. The whole of the District will be benefited <br />by incurring the bonded indebtedness for each such project <br />in the amount and for the object and purpose set forth in <br />the bond measure describing such project set forth in Sec- <br />tion 6 hereof. <br />5. The tax base for the bonds for the project <br />described in Measure (A) (Reclamation and Drainage Project), <br />hereinafter set forth, shall be land only, and the term <br />"land" shall mean real property in the District exclusive <br />of improvements or personal property, as provided in Sec- <br />tion 214 of the Ordinance. The tax base for the bonds for <br />each of the projects described in Measure (B) (Streets and <br />Highways Project), Measure (D) (Water Project), Measure (E) <br />(Parks and Recreation Project) and Measure (F) (General <br />Fire Alarm System Project) shall be real property, and the <br />term "real property" shall mean land and improvements in <br />the District (exclusive of personal property), as provided <br />in Section 220 of the Ordinance. <br />6.
