7.B
Page 225

Review Mitigation Measures from the EIR and the addendums. All of this would be
incorporated into the regulatory document, the Notice of Official Action.

Public Comment

Mark Boslet, Redwood City resident, noted he was an across-the-street neighbor to the
proposed development. He stated he liked the project and hoped the Commission
would approve the project in the near future. He noted it was a nice planned addition to
the neighborhood and spoke to the fact that the presented project was a good fit for the
area. He did, however, note the limited capacity for traffic in the area, and hoped for
further consideration of this.

MIS (HoIUBorgens) to close the Public Hearing.
Motion passed 7-0

Discussion

Chair Radcliffe asked if the Commission wanted to take the information point by point, or
if there were any glaring issues that needed discussion,

Commissioner Borgens asked if she was asking the Commission to discuss at this time,
or if they could indeed move ahead with their recommendations.

Chair Radcliffe noted recommendations were appropriate, and they could discuss these
recommendations if need be.

MIS (Borgens/Bondonno) Approve the PC Permit for Marina One (Paul Powers
residential waterfront 231 unit project) for the entire project,..

Commissioner Holt wished to clarify that this was for the entire residential portion of One
Marina, Her brief comments included her appreciation of Mr. Lyon's report layout and its
readability. She noted what they had before them remained consistent with the Precise
Plan.

Commissioner Smith asked if they needed a noise study for the project given its
proximity to Highway 101.

Chair Radcliffe noted this was part of the EIR, prior to Commissioner Smith's arrival on
the Commission. A traffic study had been done previously as well.

Commissioner Smith spoke to the underpass under Highway 101, He noted it was
important to make sure there was a significant public safety measure with regards to
lighting. He asked, as far as stormwater and runoff, was this addressed insofar as how
this was filtered prior to release due to the proximity of the project to the bay.

Paul Willis, Senior Civil Engineer, stated they had evaluated the stormwater component
for the site. As it stands, the City of Redwood City and the County of San Mateo comply
with the counties C3 requirements. All stormwater has to be pretreated prior to release
into any of the creeks. The Developer has taken the additional steps with the frontage
improvements along Bair Island Road, which will include stormwater bio-fiItration
aspects.
