EXHIBIT. <br />SCOPE OF WORK <br />Permit Compliance Assistance <br />Redwood Shores Levee Maintenance Project, <br />Redwood City, San Mateo County, California <br />1.0. DESCRIPTION OF SERVICES <br />1.1 Environmental Regulatory Requirements: The City is required to be in compliance with <br />all the terms, special conditions and conservation measures outlined in the: <br />U.S. Army Corps of Engineers Nationwide Permit 3 — Maintenance permit (File 2009- 00306S); <br />Regional Water Quality Control Board Conditional Water Quality Certification (Site No. 02-41 - <br />00640); <br />San Francisco Bay Conservation and Development Commission Permit No. 6 -94 Amendment 6; <br />and <br />U.S. Fish and Wildlife Service Biological Opinion (USFWS BO) 814210-2009-F-1229-1. <br />Additionally, a compliance inspection was conducted by the USFWS, It was determined various <br />conservation measures required by the USFWS BO were not incompliance. A letter was sent by <br />the USFWS dated April 19, 2010, to the City outlining conservation measures that were not <br />implemented or not implemented correctly. In response HBG, at the request of the City, <br />submitted a letter to the USFWS outlining corrective measure the City would implement which <br />is the focus of this proposal. <br />2.0 PHASES & TASKS <br />Phase 1. Permit Compliance: <br />Task 1. Biological Monitoring: Conduct daily biological monitoring during final stages of <br />levee improvement project, as required by perinit authorization and conservation measures <br />detailed in the USFWS Biological Opinion. Work will include biological training to all <br />construction staff onsite, biological monitoring to insure construction work and hydroseeding is <br />incompliance with all permit conditions and conservation measures. HBG assumes 140 hours <br />plus expenses will be required to complete this task. <br />Task 2. Permit Compliance Assessment: Work with City staff to insure all requirements <br />outlined in the USFWS "Non- Conipliance" letter dated April 19, 2010, are being met in <br />accordance with HBG letter to the USFWS dated June 8, 2010. Work will include coordinating <br />with City staff on proper areas to place signs and fencing, removal of fiber rolls, assistance with <br />implementing planting plan for SBSA sheet pile area and document removal of silt fence and <br />hydroseeding once construction is complete. Work will also include coordinating with the <br />USFWS as conservation measures are completed.
