The Seaport streetcar line is clearly part of the New General Plan, not <br /> the Saltworks project, so any deferral of environmental review to the <br /> Saltworks project EIR would be inappropriate. I would think that placing this new <br /> streetcar line directly adjacent to an existing agricultural open space preserve <br /> should warrant a CEQA analysis. <br /> My next questions relate to the statement below which is on page PS-32 in the <br /> Public Safety - Flooding Due to infrastructure Capacity section of the New General <br /> Plan. <br /> "The City is increasing the capacity of stormwater transmission and distribution <br /> pipes in the Friendly Acres/Fifth Avenue neighborhood. In addition, the Fifth <br /> Avenue Pump Station will be upgraded to increase capacity and there are plans for <br /> adding storm drainage storage from proposed future development." <br /> What "proposed future development" is this statement in the New General Plan <br /> referencing? On what site(s) would the additional storm drainage storage be <br /> located? Does the city have an alternative plan to address the flooding issue if the <br /> "proposed future development" doesn't occur? <br /> Also, Program PS-49 (page PS - 60) in the New General Plan makes reference to <br /> the "Strategy to Address Flooding Problems in Friendly Acres/East Bayshore and <br /> the Centennial Neighborhoods". I wasn't able to find this document on the City's <br /> website.
