(a.2 C -33 <br />NPDES STORMWATER MANAGEMENT PLAN <br />PURPOSE: <br />The Federal Clean Water Act mandates the NPDES- Storm Water Management Plan. <br />San Francisco Bay Regional Water Quality Control Board ( RWQCB) was charged with <br />the permitting authority. The objective of the program is to minimi the pollutants in the <br />water sources through non -point sources. C /CAG is the administrative and policy - <br />making authority responsible for implementation and compliance with the Countywide <br />NPDES Municipal, Stormwater Discharge Permit. The permit was issued on July 1999 <br />and remains in effect until September 2004 when it must be renewed. <br />BENEFITS: <br />• Achieves compliance with the Federal Mandate. <br />• Reduces materials discharged into the Bay. <br />• Assists and trains agencies on compliance with RWQCB requirements. <br />• Educates the public on their role in reducing discharges into the Bay. <br />C /CAG BOARD ROLE: <br />Oversee compliance with the regional permit. <br />Adopt and oversee the implementation of programs and services to accomplish <br />the conditions of the regional permit. <br />Establish a budget, determine revenues, and allocate resources to support regional <br />programs under the permit. <br />
