99-13 <br />PRIORITY # 2: Facilitate suitable living environment by improving the safety <br />and livability of neighborhoods by focusing resources for public <br />facilities and services to reduce poverty. <br />Consultations with service providers indicates that there is a gap between supply and demand <br />of public facilities and supportive service programs for low and very low- income households. <br />Public facilities and supportive service intervention programs are necessary to: <br />1. provide facilities where services can be delivered, <br />2. improve physical assets in neighborhoods, <br />3. reduce the incidence of homelessness, <br />4. prevent at -risk populations from becoming dependent and unable to <br />contribute to society, <br />5. assure fair housing opportunities, <br />6. prevent early institutionalization elderly, youth, and other special <br />needs populations, <br />7. provide programs which promote caregivers for people with special needs (aging <br />population, persons impacted by closing of nursing homes, and persons with <br />disabilities), <br />8. provide supportive services to reduce poverty. <br />As more and more household income is used for housing, supportive services to cover other <br />essential needs are required if low- income residents are to afford food and other basic needs. <br />Larger subsidies are required to maintain the same levels of service and meet continuing <br />demands as the current economy causes more households to lose their housing. Funding for <br />human services is limited and fund sources may not keep pace with increased needs for <br />services. <br />Activities: <br />• Emergency Shelter and Transitional Housing - for homeless families and individuals <br />and battered partners <br />• Adult day care for disabled seniors <br />• Child care for low income infants and children <br />• Fair Housing Counseling assistance for persons experiencing differential treatment <br />• Intervention and anti crime programs for at risk youth <br />• Intervention programs for persons at -risk of homelessness <br />• Case management for persons with HIV /AIDS <br />• Supportive services that help to reduce poverty. <br />z Institutionalization refers broadly to elderly and disabled persons who may be confined to care <br />facilities and nursing homes when theycould remain independent in their homes with supportive <br />services, and includes institutionalization within a criminal justice system for youth and other <br />persons at -risk. <br />
