AB 1050 increases the <br />penalties for attempting to evade a peace officer <br />from alternate misdemeanor/felonies to straight <br />felonies. Specifically, AB 1050 increases the <br />penalty for attempting to evade a peace officer <br />resulting in serious bodily injury to another, from <br />an alternate felony /misdemeanor punishable by <br />one year in county jail or three, four or five years in <br />state prison, to a felony punishable by five, seven <br />or nine years in state prison and a fine between <br />$2,000 to $10,000. AB 1050 also increases the <br />penalty for attempting to evade a peace officer <br />resulting in the death of any person, from an <br />alternate felony /misdemeanor punishable by one <br />year in county jail or three, four or five years in <br />state prison, to a felony, punishable by six, eight, <br />or 12 years in state prison and a fine between <br />$2,000 to $10,000. (Amended 4- <br />9-03) AB 1263 makes entry or re -entry into a <br />sterile area of an airport without submitting to <br />screening an alternate felony /misdemeanor if the <br />conduct results in any part in flight delays or <br />cancellations. AB 1263 makes it a trespass to <br />enter or re -enter a sterile area of an airport without <br />submitting to the screening and inspection of <br />one's person and accessible property in accor- <br />dance with established procedures. This bill <br />provides that a person violating this section and <br />responsible in any part for delays or cancellation <br />of scheduled flights is punished by imprisonment <br />in the state prison for 16 months, 2, or 3 years, or <br />by imprisonment in the county jail not to exceed <br />one year. AB 1263 requires that the sterile area be <br />posted with a statement providing reasonable <br />notice that felony prosecution may result from <br />trespassing in order to prosecute the offense as <br />an a@emate felony /misdemeanor. According to <br />the author, "Under current state and federal <br />statutes, the maximum penalty for creating such a <br />situation is merely a misdemeanor. AB 1263 will <br />give local law enforcement and the district <br />attorney's office the discretion to charge individu- <br />als who breach a security checkpoint with a felony <br />trespass when that security breach causes flight <br />delays or cancellations." Local Emergency Tele- <br />phone Systems: 911 Administrative Board. <br />(Amended 4 -4-03) SB 911 is intended to improve <br />delivery of the 911 systems by addressing such <br />issues as bidding policies and establishing con- <br />sistent procedures regarding equitable reimburse- <br />ment for all participating agencies. SB 911 cre- <br />ates in state government a "911" Administrative <br />Board appointed by the Governor, comprised of <br />law enforcement officials, fire safety personnel, <br />and emergency communication professionals, to <br />oversee policy and funding decisions within the <br />Telecommunications Division of the Department of <br />General Services (DGS). The - g911- hAdmin- <br />istrative Board established by SB 911 provides a <br />good representation of local public safety agen- <br />cies while also providing technical expertise to <br />improve the quality of emergency services in <br />California.
