<br />Mr. Duncan Jones <br /> <br />Page 3 <br /> <br />Jan"ary 16,2003 <br /> <br />Report changes are revisions to the Right of Way Data Sheet and Preliminary Cost Estimate that <br />are included as attachments, Included in this task are additional meetings with Caltrans and the <br />Cities to discuss the proposed changes to the on ramp and Island Parkway direct connection, <br />including impacts that the revisions have on other proposed improvements, right of way, <br />schedule, construction cost, etc. <br /> <br />Included in the extra work request is the additional effort that has been required to progress the <br />draft Project Report to its current stage. The draft report has undergone many revisions over the <br />last 2 years because of numerous personnel changes at Caltrans. The revised draft report has <br />been submitted four times to date, and each time Caltrans reviewers have new comments that <br />have to be incorporated before it will be approved. And because of the extended time ftame for <br />Caltrans review, the requirements for the Project Report has changed, requiring additional work. <br />Also, the 3-year accident data used in the first draft report became outdated, and new accident <br />data had to be incorporated and analyzed to justify the proposed improvements. <br /> <br />2. Revise Geometric Approval DrawiDl! <br /> <br />The final Geometric Approval Drawing (GAD) included in the draft Project Report will be <br />revised because of the profile changes and submitted separately to Caltrans for approval. This <br />task includes the development of new profiles for the diagonal on ramp to northbound Route 101, <br />the Island Parkway direct connection, and Marine Parkway. Included are meetings with Caltrans <br />District 4 Project Development Team and Headquarters Geometrician to discuss the profile <br />requirements and impacts to other facilities (anticipate 4 meetings total). Conceptual profiles for <br />the three roadways will be developed based on Caltrans Highway Design Manual and submitted <br />for review. Caltrans and City comments will be addressed and final profiles will be submitted for <br />approval. The existing typical cross sections on the GAD will be revised and new cross sections <br />will be added as necessary because of the roadway profile and geometric changes. The updated <br />GAD will be submitted to Caltrans for review, comments incorporated, formally submitted for <br />approval and included with the final PRo <br /> <br />Included in this extra work is the development of a concept plan for constructing a bike path <br />between the existing loop on ramp and the realigned diagonal off ramp, and Caltrans request that <br />the diagonal off ramps be widened to increase proposed lane lengths. At the request of the City, <br />the southbound diagonal off ramp will be shifted and realigned to provide a minimum of 3.6 <br />meter horizontal distance to accommodate a paved bike path as well as Caltrans standard concrete <br />barriers. The conceptual alignment and profile will be based on Caltrans current design criteria. <br />The off ramps will be widened further to allow lengthening of the turn lanes to provide greater <br />storage capacity. The GAD was developed based on the storage length requirements developed <br />by the Traffic Operations Analysis, however, Caltrans Highway Operations Department wants the <br />lengths extended to provide greater queuing capacity in the future. This requires realignment of <br />the ramps in order allow additional widening and still meet the design standards for stopping <br />sight distance in accordance with the Highway Design Manual. In addition, the ramp profiles <br />will have to be modified because of the realignment. <br /> <br />3. Prepare a Supplemental Fact Sheet Exceptions to Mandatory Desil!n Standards <br /> <br />A Fact Sheet Exception to Mandatory Design Standards was prepared and approved by Caltrans <br />in May 2001. The fact sheet included a design exception for a break in Caltrans access control <br />for the Island Parkway direct connection. This exception was removed at the request of Caltrans. <br />With the delay of the approval of the Project Report, a break in access control is now a mandatory <br />design exception.
