Mr. Duncan Jones

Page 4

January 16, 2003

Standards will be prepared for non-standard design features that were not included on the
previously approved Fact Sheet and GAD. The draft supplemental Fact Sheet will be submitted
to Ca]trans for review, any comments will be incorporated, and a final Supplemental Exceptions
to Design Standards will be submitting for approval.

4. Revise Drainal!e Report

The Final Drainage Report previously submitted to Caltrans must be revised to reflect the new
drainage patterns and storm water flows as a result of the profile grade changes. The changes to
the on ramp and Island Parkway profiles require major revisions to the Drainage Report because
most of the drainage patterns and storm drain systems have been significantly altered. In essence,
we have to completely redo the Drainage Report that had already been finalized. This task
includes development of new drainage patterns and shed maps, calculation of storm water flows,
and storm drain pipe and culvert sizing. This new draft Drainage Report will be submitted to
Caltrans for review prior to submittal of ] 00% PS&E, comments incorporated, and a revised final
report will be submitted for approval.

5. Modifv the 65% Plans

The 65% plans previously submitted to, and reviewed by Caltrans, will be revised to reflect the
changed profiles for the diagonal on ramp, Is]and Parkway direct connection, northbound off
ramp, and Marine Parkway. Many of these plan sheets require substantial changes or must be
completely redone because of the profile revisions. Also, new plan sheets will be added to reflect
the revised scope of work. At least 95 plans out of a total of 228 (4] %) included in the 65%
submittal require significant revisions as follows:

0

Typical Sections (4 sheets revised) - typical sections for the northbound diagonal on
ramp need to be completely revised because the diagonal on ramp is no longer elevated;
typical sections for Island Parkway need to be completely revised as the roadway is now
elevated; typical sections for Marine Parkway (east of Route ]01) need to be revised
because the roadway must be raised to conform to the elevated Island Parkway; and
minor revisions to the typical sections for the northbound off ramp because of the
changes to the profile.

0

Layout Plans (4 sheets revised) - significant changes are required to the layout plans for
the improvements east of Route] 0] because of the changed profiles. The diagonal on
ramp was realigned to minimize reconstruction of the existing ramp and to minimize
right of way acquisition from Oracle's property; all of the retaining walls on the east side
were revised; a retaining wall is now required to protect the existing PG&E tower within
the loop on ramp to northbound Route 10], and improvements are now required on
Marine Parkway because of the reconstruction. In addition, the raised Island Parkway
profile requires reconstruction of the Autobahn Motors property, including removal of
their masonry block retaining wall, and raising the existing bridge approach slab.

0

Profile Plans (9 sheets revised) - all but one of the plan sheets have to be completely
revised because of the profile changes and subsequent superelevation changes. The
following roadway profiles have to be redesigned: diagonal on ramp to northbound Route
]0]; Island Parkway direct connection; Marine Parkway, loop on ramp to northbound
Route 101; and northbound diagonal offramp.
