Mr. Duncan Jones

Page 7

January 16. 2003

because of the discovery of a layer of new bay mud and the potential for tipping the end of the
box culvert caused by the load from the roadway embankment. As requested by the City, a Type
Selection Report was prepared for the bridge, and the design was completed to 65%. The budget
for the design of the box cúlvert bridge was reallocated from the 95% roadway design.

9. Box Culvert ParaDe! Wall

The elevation of Island Parkway has resulted in the need to relocate the PG&E and Pac Bell joint
trench to avoid damaging their facilities. In order to avoid encroachment into Caltrans right of
way and Belmont Channel, it has been decided that the conduits will be placed on top of the
existing box culvert in Island Parkway and fill be placed to provide the minimum amount of
cover required by the utility companies. A parapet wall needs to be constructed to allow fill
material to be placed without shutting Island Parkway to vehicular traffic during construction
(access to Island Parkway would be closed for approximately one year while the new direct
connection is constructed). The existing sidewalk and barrier on the north end of the box culvert
will be removed to allow construction of the parapet wall and to minimize the height of fill placed
to cover the utility conduits.

10. Revise Ril!h! of Way MaDs

Both the Hardcopy and Appraisal Maps will be revised to reflect the new right of way
requirements. These right of way maps, previously submitted and reviewed by Caltrans, will be
revised to show the new right of way requirements which has been changed significantly,
including temporary construction easements and utility easements. The right of way
requirements have been significantly reduced by realigning the on ramp. Included in this task is
the staking of the proposed right of way and easements along the Lucas property (Autobahn
Motors) and the wetland impacts along the southbound off ramp requested by the City.

11. Army CorDs and RWOCB Permittinl!. Mitil!ation & Moni!orinl! Plan

As requested by the City, we have included in our scope of work the preparation of the Anny
Corps and RWQCB Permits that are required because of the jurisdictional wetland impacts. In
addition to the Nationwide Permit, our subconsultant, H.T. Harvey & Associates, will prepare and
submit a Mitigation & Monitoring Plan. Included are meetings with Anny Corps, Caltrans,
RWQCB, the Cities of Belmont and Redwood City, and MTCo. The draft Mitigation &
Monitoring Plan will be submitted to the City and Caltrans for review, comments incorporated,
and the final copy submitted with the Anny Corps Permit application.

12. Island Parkway Bridl!e Foundation ReDort and Geotechnical Desil!n and Materials
ReDort

A new bridge foundation report for the Island Parkway structure will be prepared and submitted
to Caltrans for review. Caltrans comments will be incorporated and a final report issued. The
Draft Geotechnical Design and Materials Report will be revised to include the settlement issues
relevant to the approach embankments, delete the previously proposed MSE walls for the
diagonal on ramp, add the proposed retaining walls for Island Parkway, and update the project
elements. In addition, Parikh Consultants will drill 3 borings up to 10 m in depth to obtain the
subsurface data necessary for the design recommendations for the new embankments and
settlement issues relevant to the revised design.
