January 16, 2003

EXHIBIT B

The total estimated level of effort for this work is estimated at $544,154.00 as detailed in this
proposal. This total ís to be partially offset with a credit of $7,850 for the preparation of a Storm
Water Pollution Prevention Report as well as $4,246 for preparation of Storm Water Pollution
Prevention Plans because these items are no longer required to be submitted to the Regional
Water Quality Control Board prior to construction. The Contractor is now solely required to
prepare and submit plans to RWQCB for approval. Also, a credit of $41,855 has been given for
the design of the pump station as this facility is no longer required based on the current roadway
design. Therefore, the total amount is as follows:

TOTAL

544,154
(7,850)
(4,246)
(41.855)
$490,203

Extra Work Request
Storm Water Pollution Prevention Plan Report (credit)
Storm Water Pollution Prevention Plans (credit)
Pump Station Design (credit)

The following worksheets provide a detailed breakdown for the work to be performed by Mark
Thomas & Company, Inc. and its subconsultants.
