For a detailed description of the proposed residence, refer to the Project <br /> Plans (Attachment 1), the Notice of Official Action dated September 21, 2010 <br /> (Attachment 3), or the project file on record with the City Clerk's office. <br /> As part of the submittal process, the applicant was required to provide neighbor <br /> notification to all adjacent parcels. !n addition to the neighbor notification, the City <br /> posted the subject property with a notification stating the intent to build a new <br /> residence. (All notifications can be found in the project file on record with the City <br /> Clerk's office.) <br /> Upon receipt of the application, the project was assigned to a project planner, <br /> � and then evaluated by the City's Plan Review Committee (PRC) on March 23, <br /> 2010 for an initial review. The PRC is a multi-departmental committee that <br /> convenes weekly to review development proposals with the purpose of providing <br /> preliminary input to help applicants identify any potential issues associated with <br /> their project as they proceed through the City's entitlement process. A PRC <br /> summary letter was provided to the applicant on April 16, 2010. <br /> At the request of inembers from the neighborhood, City Planning, Housing, and <br /> Economic Development staff attended a neighborhood meeting on April 1, 2010, <br /> with the purpose of describing the City's review and decision process. In addition <br /> to describing the City's process, City staff also had the opportunity to respond to <br /> neighbor inquiries regarding the proposal. <br /> Over the weeks and months following the application submittal, the City received <br /> multiple inquiries regarding the proposed project. In general, the components of <br /> the design that were of greatest interest included the removal of a mature pine <br /> tree, the size of a deck on the rear of the proposed residence, the location of the <br /> proposed driveway, the contemporary style of architecture, specifically the <br /> curved roof form and the standing seam metal roofing material. All email <br /> correspondence associated with this project app�ication can be found in the <br /> project file on record with the City Clerk's office. <br /> In an effort to support constructive dialog around these topics, the City <br /> encouraged the applicant and neighbors to work with the Peninsula Conflict <br /> Resolution Center (PCRC). On June 24, 2010, PCRC, facilitated a meeting <br /> between the applicant, concerned neighbors and City staff. Following the <br /> meeting, PCRC released notes and agreements that stemmed from the <br /> neighborhood meeting, which can be found in the project file on record with the <br /> City Clerk's office. The agreements reached in this meeting, along with the <br /> previous comments provided by the PRC, led to the applicant revising the project <br /> and new plans were submitted on July 27, 2010. The revised submittal included <br /> an initial arborist report to evaluate the mature trees on the property. In addition <br /> to the revised submittal, the applicant agreed to stake the corners of the <br /> proposed deck, to assist neighbors and City staff in visualizing the potential size <br /> of the deck. <br />
