8.A <br /> Page 23 <br /> After reviewing the revised submittals, City staff provided the applicant with an <br /> incomplete letter dated August 17, 2010, specifically stating the need to revise <br /> the arborist report. On August 27, 2010, the applicant submitted a complete <br /> arborist report, thereby allowing City staff to continue with the review of the <br /> proposed project. <br /> During the course of the City's review, the City continued to receive email <br /> correspondence from the appellants, which email correspondence is in the <br /> project file on record with the City Clerk's office. To gain a better understanding <br /> of the specific concerns, City staff met with the appellants on September 16, <br /> 2010. Upon invitation, City staff was able view the subject property from inside <br /> the apppellants' home located at 456 Saint Francis Street (directly adjacent to <br /> the subject property). <br /> On September 21, 2010, the Zoning Administrator issued the Notice of Official <br /> Action approving Architectural Permit AP2010-09 for the construction of a new <br /> single-family residence at 448 Saint Francis Street (Attachment 3). <br /> Subsequently, on September 24, 2010, the appellant filed an appeal of the <br /> Zoning Administrator's citing previously submitted emails as grounds for the <br /> appeal (Attachment 4). As a matter of clarification, the City Clerk's office provided <br /> a response to the appellants seeking specific grounds on which the appeal was <br /> filed (Attachment 5). On October 22, 2010, the appellants provided supplemental <br /> appeal materials on (Attachment 6). <br />
