Furthermore, the City's Urban Forestry Specialist has indicated that the <br /> Italian Stone Pine, given its poor health rating and structural instability, would be a candidafe for <br /> removal regardless of the proposed development application. This recommendation was taken <br /> under advisemeni by the Zoning Administrator when rendering a decision. <br /> Desian Review <br /> As required by Article 45, Section 45.8 of the Zoning Ordinance, the Zoning Administrator must <br /> base his/her decision regarding the Architectural Permit request on the architectural standards <br /> and other factors listed below. <br /> ARCHITECTURAL STANDARDS: <br /> 1. Sufficient variety in the design of the structure and grounds to avoid monotony in the <br /> extemaf appearance of the project; <br /> 2. Size and design of the structure shall be in proportion to the building site and that there is <br /> balance and unity among its external features so as to present a harmonious appearance; <br /> 3. Extent to which the structure conforms to the general character of other s#ructures in the <br /> project vicinity insafar as the character can be ascertained and is found to be architecturally <br /> pleasing; <br /> 4. Extent to which excessive omamentation is used and the extent to which temporary and <br /> second-hand materials, or materials which are imitative of other materials, are to be used; <br /> 5. Extent to which natural features, including trees, shrubs, creeks, and rocks, and the natural <br /> grade of the site are to be retained; <br /> 6. Accessibility of off-street parking areas and ihe refation of parking areas with respect to <br /> tra�c on adjacent streets; and <br /> 7. Reservation of landscaping areas for the purposes of separating or screening service and <br /> storage areas from the street and adjoining building sites, breaking up large expanses of <br /> paved areas, separating or screening parking lots from the street and adjoining building <br /> sites, and separating building areas from paved areas to provide access from buildings to <br /> open space areas. <br /> Zoninq Administrator Discussion: The fo!lowing numbers and discussion correspond to the <br /> aforemeniioned Architectural Standerds. <br /> 1. As submitted, the proposed project provides sufficient variety in the design of the structure <br /> and grounds to avoid monotony in the external appearance of the project in that the design <br /> utilizes a variety of siding materials, roof forms, and variatlons in massing. More specifically, <br /> the front elevation uses a combination of board form concrete walls, flnished with a warm <br /> sand color, and vertical cedar siding with a warm semi-solid white finish. The roof forms <br /> include flat roof elements over the garage and front door entry, while using a cunrilinear roof <br /> form over the main portion of fhe residence. The design also incorporates several breaks in <br /> the massing to reduce the overall volume of the building from the public vantage point {i.e. <br /> the street). <br /> The grounds, as proposed, would include sufficient variety based upon the fact that the <br /> applicant has indicated a desire to maintain some of the existing mature landscaping, <br /> combing preservation of the existing with the addition of new planfings to create a balanced <br /> variety. <br />
