• • <br /> 1938 Transfer and Processing Facility and visually observing and documenting the contents <br /> 1939 (without pursuing a detailed weight -based characterization study). The materials will <br /> 1940 then be processed at the Designated Transfer and Processing Facility. Contractor will be <br /> 1941 required to facilitate said visual audits at the request of Agency; however, the annual <br /> 1942 total quantity of requests for visual audits for each Service Sector shall be limited to ten <br /> 1943 percent (10 %) of the total number of accounts for each Service Sector. <br /> 1944 The SBWMA will use the Contamination Measurement Procedures set forth in <br /> 1945 Attachment E -1 and E -2, to determine the Contamination levels of single loads and <br /> 1946 quarterly Contamination Levels, respectively, of Source Separated and Targeted <br /> 1947 Recyclable Materials, Plant Materials and Organic Materials delivered to the Designated <br /> 1948 Transfer and Processing Facility. <br /> 1949 7.07 PROGRAM EVALUATION <br /> 1950 The Agency may require the Contractor to periodically conduct audits of the Residential <br /> 1951 and Commercial Solid Waste, Targeted Recyclable Materials, and Organic Materials <br /> 1952 Collection programs to assess one (1) or more of the following performance indicators: <br /> 1953 average volume of Targeted Recyclable Materials per set -out per Customer, average <br /> 1954 volume of Organic Materials per set -out per Customer, participation level (i.e., number of <br /> 1955 Customers setting out Containers per week), Contamination levels, etc. Contractor shall <br /> 1956 perform up to five (5) Days of route auditing at no additional cost to the Agency or <br /> 1957 Customers once per calendar year. Prior to the program evaluation audit, Agency and <br /> 1958 Contractor shall meet and discuss the purpose of the audit and agree on the method, <br /> 1959 scope, and data to be provided by the Contractor. If Agency requires more than five (5) <br /> 1960 Days of auditing for the purposes of program evaluation, the activity shall be considered <br /> 1961 an Agency- directed change in scope and handled in accordance with provisions in <br /> 1962 Section 15.12. <br /> 1963 If the Contractor does not Collect Multi - Family Dwelling Solid Waste, Targeted <br /> 1964 Recyclable Materials, and Organic Materials using dedicated Collection vehicles, <br /> 1965 thereby precluding regular and accurate reporting of the Tonnage of Solid Waste, <br /> 1966 Targeted Recyclable Materials, and Organic Materials Collected from Multi - Family <br /> 1967 Residential Complexes, the Agency may require the Contractor to conduct a semi - <br /> 1968 annual or annual Tonnage assessment that involves separately Collecting, weighing, <br /> 1969 and reporting Multi- Family Dwelling Solid Waste, Targeted Recyclable Materials, and <br /> 1970 Organic Materials to quantify Tonnage Collected during a given week. This assessment <br /> 1971 shall be performed by Contractor at no additional cost to the Agency or Customers. <br /> 1972 If the Agency wants to collect program data, perform field work, conduct route audits to <br /> 1973 investigate Customer participation levels and set -out volumes, and /or evaluate and <br /> 1974 monitor program results related to Solid Waste, Targeted Recyclable Materials, and <br /> 1975 Organic Materials Collected in the Agency by the Contractor, the Contractor shall <br /> 1976 cooperate with the Agency and its agent(s), which may include the SBWMA and its <br /> 1977 consultants. <br /> 1978 7.08 PROVISION OF EMERGENCY SERVICES <br /> 1979 Contractor shall provide emergency services at the Agency's request in the event of <br /> 1980 major accidents, disruptions, or natural calamities.
