19.311 Base Monthly Rental. The base onthly rental shall <br /> <br /> be the lesser of the average monthly rental paid by <br /> the displaced person for the 3-month period prior to <br /> initiation of negotiations, or twenty-five percent <br /> (25%) of the displaced person's average monthly income. <br /> Where the displaced person was the owner of the dwelling <br /> from which he was displaced or was not required to pay <br /> rent for that dwelling, the economic rent shall be used <br /> in lieu of the average monthly rental to calculate base <br /> monthly rental. <br /> <br /> 19.312 Comparable Rental. The rental for a comparable replace- <br /> ment dwelling shall be the amount of rent determined by <br /> the Agency based upon comparable rental units according <br /> to appraisal and initial survey information prepared by or <br /> for the Agency. <br /> <br /> 19.313 The rental costs shall be updated to the date of the <br /> rental of the replacement dwelling. <br /> <br /> 19.32 Downpayment. The downpayment for which a payment specified <br /> under subsection 19.12 of this section may be made, together <br /> with any matching share which may be required, shall not exceed <br /> the amount of a reasonable downpayment for the purchase of a <br /> comparable replacement dwelling where such purchase is financed, <br /> plus expenses incident to the purchase of a replacement dwelling <br /> computed in accordance herewith. The full amount of a downpayment <br /> under ~his section shall be applied to the purchase of the replace- <br /> ment dwelling and shall be shown on the closing statement or <br /> other document acceptable to the Agency. <br /> <br />19.4 Rental Payments for Displaced Owners and Dependents. <br /> <br /> <br />
