ATTACHNfENT 3 <br /> Page 37 <br /> the project is proposed for condominium ownership, whereby homeowners purchase air-rights <br /> to the units and will not own the underlying land in fee. Common land areas will be owned and <br /> maintained by a homeowners association. The 24 proposed buildings are planned to consist of <br /> three different building designs, including 11 auto court buildings with 14 units per building and <br /> two modified auto court buildings with 7 units per building. These buildings flank the open <br /> space plaza adjacent to the interior corner of the marina basin. The Project will additionally <br /> include 11 townhome buildings that will comprise 63 units. Generally speaking, the auto court <br /> buildings are two to three stories with pedestrian entrances fronting on to public streets or <br /> walkways. Auto access is provided via lane access or an auto court. Each unit has direct access <br /> from the ground floor via the primary entrance and the garage entrance. Each residence will be <br /> provided with at least two walls of light, either as a corner residence or as a residence that <br /> fronts on to the public area as well as the auto court. <br /> The Project will offer up to eight base floors plans, which are either townhome floor plans <br /> with two to three story arrangements or single-story flat units. The eight proposed floor plans are <br /> expected to range in size from 1,247 to 1,660 square feet. All of the units are planned to be 2 or <br /> three bedrooms with either 2 or 2.5 baths. Regardless of the building type, there are two <br /> general types of units, 1) "townhome" units, which are configured as either two or three story <br /> structures, or 2) "flats" which are single level units. Seventy percent of the residential units are <br /> planned to be townhomes, while the remaining thirty percent are planned to be single level flats. <br /> The buildings will be of wood frame construction with a combination of stucco and horizontal <br /> siding. The architecture for the Project is described by the Developer as "Colonial Monterey" <br /> and offers a variation in building massing, complementary window placement and a wide variety <br /> of detailing through the use of stoop entries, covered entries, balconies and window shutters. <br /> Each unit will be constructed with an attached, two-car garage and approximately 94 guest <br /> parking spaces will be provided onsite and on Bair Island Road. <br /> Based on the proposed residential units and the developable land area, the residential <br /> project density equates to 13.9 units per acre. Project amenities are anticipated to include the <br /> approximate 13.79-acre preserved marina basin equipped with 24-40 non-public boat slips and <br /> a hand boat launch. Of the 24 detached buildings, 13 will have frontage along the marina. <br /> Overall, the Developer anticipates that 84 of 231 proposed units will have marina views, which <br /> are expected to generate a premium in the market above the base floor plans without views. <br /> Open space and park amenities include multiple hardscape and landscape plazas and paseos <br /> throughout the site, an outer esplanade along Redwood Creek, a village walk along the internal <br /> perimeter of the marina basin, landscape enhanced building streets and lanes, and three <br /> separate park areas (totaling 1.93 acres). Marina Park is to be located adjacent to Bair Island <br /> Road and is intended to provide visual and recreational access to the preserved Village Marina <br /> Basin for project residents as well as the general public. Pet Park is to be located along the <br /> northern perimeter of the site. Village Park, the largest of the three parks, is to be Iocated on the <br /> peninsula between the Village Marina Basin and Redwood Creek and is planned to be equipped <br /> with a tot lot and some more expansive areas for recreational activities. <br /> The first phase of construction consists of four 14-unit auto court buildings containing 56 <br /> total units. None of these buildings have marina frontage. The second phase is proposed for 45 <br /> units and the remaining 130 units are projected for development in three additional phases. <br /> Commercial Component. The approved Tentative Map and site plan creates a 2.83 <br /> acre parcel adjacent to Bair Island Road and U.S. Highway 101 as the site of a future hotel and <br /> retail uses. In accordance with the Peninsula Park Precise Plan adopted by the City, the hotel is <br /> allowed to provide up to 200 rooms and 10,000 square feet of community serving retail. <br /> -23- <br />
