The revisions to the Project plans or proposals made, or agreed to be <br /> made before the proposed Mitigated Negative Declaration was released to <br /> the public for review would avoid the effects and mitigate the effects to a <br /> point where clearly no significant effect on the environment will occur and, <br /> on the basis of the whole record before this Board (including the Initial <br /> Study and any comments received), there is no substantial evidence that <br /> (1) the Project will have a significant effect on the environment and (2) all <br /> the potential significant effects have not been mitigated or avoided by the <br /> changes or alterations which have been required in, or incorporated into, <br /> the Project. <br /> 8. The Mitigated Negative Declaration addresses the potential noise <br /> problem in the description of the Project and /or by incorporating conditions <br /> which mitigate or avoid such potential impact.
