• <br /> The project will include the following services: <br /> 1.0 Preliminary Assessment <br /> 1.1 DLT &V will request from the City all available documentation on Pump Station No. 10. <br /> 1.1.1 Documentation to be requested will include Civil and Electrical design drawings. The priority for electrical <br /> drawings is control schematics, P&IDs, single line diagrams, and the Nova Controls PLC SCADA Cabinet. <br /> Additionally we will need copies of correspondence, service reports, O& M Manuals, and maintenance records. For <br /> the evaluation of replacing the Tesco pump controller with an Allen Bradley PLC based SCADA RTU, it will be <br /> necessary to obtain design drawings of the new RTU and RTU installation. <br /> 1.1.2 DLT &V also requests copies of the current PLC programs that are being utilized to monitor and control the <br /> operation of Pump Station No. 10. If the PLC(s) utilize a software development tool other than Allen Bradley or <br /> Modicon, we will need a copy of the development software in order to review the PLC code. <br /> 1.2 Based on documentation provided, DLT &V will review design drawings, correspondence, service reports, <br /> maintenance records, O&M Manuals, and PLC programs. DLT &V will perform a preliminary assessment of the <br /> current system to determine if any design flaws or PLC programming defects could be causing reliability issues. <br /> 1.3 Based on findings and initial conclusions, DLT &V will develop an agenda for an initial discovery meeting with the <br /> City Staff. DLT &V will send a draft of the agenda to the City staff for review, and for addition any topics that the <br /> City Staff feels pertinent prior to the initial meeting with the City. <br /> 1.4 DLT &V will develop preliminary Site Assessment forms for the collection of data during the site assessment. As <br /> more information becomes available, the Site Assessment forms will be further developed. The preliminary Site <br /> Assessment forms will include the following as a minimum. <br /> 1.4.1 Verification of correct circuit breaker sizing for motor loads <br /> 1.4.2 Verification of correct circuit overload sizing for motor loads <br /> 1.4.3 Verification of VFD drive operational parameters <br /> 1.4.4 Verify VFD proper sizing for the horsepower being served <br /> 1.4.5 Monitoring of actual pump motor current loading under varying conditions <br /> 1.4.6 Perform inventory of pump station electrical & Instrumentation components and compare to the design drawings. <br /> Identify missing or defective components. <br /> 2.0 Initial Discovery Meeting with the City <br /> 2.1 DLT &V will lead discussions with the City Staff, the City's Pump Service Contractor, and the City's <br /> Electrical/Automation Contractor to collect more information about the reliability problems experienced. <br /> Information attained at this meeting will be used modify and strengthen our preliminary assessment, and guide the <br /> direction of the site assessment. <br /> 2.2 DLT &V will document information provided at the meeting and develop meeting minutes. <br /> 2.3 DLT &V will update Site Assessment forms based on the information provided at the meeting. <br /> 2010.11.1427 Redwood City Station 10 -Rev1 <br /> 4enfideetlsl.- Summary Page 3 of 7 <br />
