3.0 Site Assessment <br /> 3.1 Utilizing the Site Assessment forms, DLT &V will conduct a detailed Site Assessment of Pump Station 10. <br /> 3.2 The assessment will include evaluation of: <br /> 3.2.1 The condition and application of instrumentation for controlling the process <br /> 3.2.2 The operation of the relay logic control system and condition of components <br /> 3.2.3 The operation of the PLC program and how effectively it is controlling the process <br /> 3.2.4 The condition of electrical equipment including VFDs, starters, relays, wire terminations, and electrical <br /> components essential to reliable operation. <br /> 3.2.5 Upon completion of the Site Assessment, and dependent upon findings, DLT &V may make recommendations for <br /> quick, stop gap measures to gain immediate control of the situation prior to issuing a report <br /> 4.0 Report <br /> 4.1 DLT &V will develop a report based on findings during the site assessment. The report will include: <br /> 4.1.1 Records of all data collected during the Site Assessment <br /> 4.1.2 Discussion of the root causes that have negatively impacted reliability <br /> 4.1.3 Evaluation of benefits for replacing the Tesco pump station controller with an Allen Bradley PLC based SCADA <br /> RTU. <br /> 4.1.4 Recommendations for corrective action to remove root causes with an opinion of probable cost for each <br /> recommendation <br /> 4.2 DLT &V will issue the report to the City <br /> 5.0 Post Report Activities <br /> 5.1 After the City has reviewed the report, DLT &V will meet with the City to discuss the report and decide which of <br /> the report recommendations the Qty wants to implement and the order of implementation. <br /> 5.2 Due to the fact that the course of corrective action has not yet been determined and approved by the City, the scope <br /> of work for overseeing the implementation can not be determined at this time. DLT &V can provide these services <br /> for an additional fee at our standard hourly rates, or we can provide a lump sum estimate when the scope of work <br /> for overseeing the corrective action can be determined. <br /> 6.0 Additional Scope Definition <br /> 6.1 Meetings will include (1) one Initial Discovery meeting with the City to collect information from the City and (1) <br /> . one client meeting to review the report findings and recommendations. <br /> 6.2 There will be (2) days or (48) hours allocated for the site visit to conduct the detailed site assessment. <br /> 6.3 It is assumed that the site assessment will occur after the Initial Discovery meeting, on the same trip. This scope of <br /> work includes (2) two trips to Redwood City for determining a course of corrective action.
