for Redwood City (Kennedy /Jenks). The last update of the market assessment was <br /> performed in support of a 2009 hydraulic modeling effort using 2008 meter records, and <br /> this information will be used for work under this task. Work includes: <br /> • Recycled water demand estimates for irrigation and non - irrigation uses <br /> associated with new development and /or re- development areas will be reviewed <br /> with City's Community Development Services and Planning Departments and <br /> this information will be incorporated into the results of this task. <br /> • Projected phasing of future pipelines and customers will be reviewed and <br /> modified as necessary. <br /> • The feasibility of the following recycled water project alternatives will be <br /> evaluated under this task. For each alternative, the existing market assessment <br /> and hydraulic model will be used to determine demands, pressures, and <br /> treatment and conveyance facilities sizing requirements. A schematic GIS figure <br /> will be developed to depict the facilities locations, pipeline alignments and <br /> customer sites, and a conceptual -level cost estimate will be provided. Sub <br /> alternatives will be evaluated to assess the impacts to system configuration, <br /> facilities cost and water supply benefits associated with maintaining or <br /> eliminating the City's current policy of not using recycled water in areas where <br /> children play. This policy is not a regulatory requirement of the Department of <br /> Health Services. The impacts of this policy will be evaluated for the existing <br /> Phase 1 Project located east of highway 101 and for a potential Phase 2 that will <br /> expand the system to the west side of Highway 101. <br /> o Alternative 1: Phase 1 Project Build -out <br /> • Alternative 1.A (Existing Infrastructure /Current Policy): This <br /> alternative will estimate the potential "build -out" demands that are <br /> possible using the existing Phase 1 Recycled Water Project <br /> infrastructure. The customer base will include all existing <br /> customers and other potential HOA and non - irrigation customers <br /> east of Highway 101 in the Redwood Shores and the Greater <br /> Bayfront Area. The proposed Saltworks Development is not <br /> included. Under this alternative, the existing City policy remains in <br /> place, and parks and schools are not included in the customer <br /> base. <br /> • Alternative 1.B (Existing Infrastructure /Changed Policy): This <br /> alternative builds on Alternative 1.A and assumes the existing City <br /> policy is overturned allowing irrigation of landscapes and turf <br /> where children play. Several parks and schools are therefore <br /> added to the customer base of Alternative 1.A, and additional <br /> water supply benefits will be derived for the cost of onsite retrofits. <br /> o Alternative 2: Phase 2 Recycled Water Project <br /> • Alternative 2.A (Expanded Infrastructure /Current Policy): This <br /> alternative builds on Alternative 1.A and assumes the existing City <br /> policy regarding irrigating parks and schools remains in- place. <br /> 12 of 15 3/22/2011 <br />
