City of Redwood City <br /> Proposal to Prepare Proposition 1E SWFMGrant Application and Bay Area IRWMP Project Template <br /> 3.5 Review and Compile Monitoring, Assessment and Performance Measures <br /> (Attachment 6) <br /> RMC will work with the City to develop a description of the performance measures that will be <br /> used to quantify and verify project performance. The description will include the following: <br /> • Discussion of the monitoring system to be used to verify Project performance with <br /> respect to the Project benefits or objectives identified. <br /> • Indication of where the data will be collected and the types of analyses used. <br /> • Discussion of how monitoring data will be used to measure the performance in meeting <br /> the overall goals and objectives of the IRWM Plan. <br /> RMC will work with the City to develop a Project Performance Measures Table for the Project. <br /> The Project Performance Measures Table should include the following items: <br /> • Project goals <br /> • Desired outcomes <br /> • Output Indicators — measures to effectively track output <br /> • Outcome indicators — measures to evaluate change that is a direct result of the work ' <br /> • Measurement tools and methods <br /> • Targets — measurable targets that are feasible to meet during the life of the Proposal <br /> RMC will review the Monitoring, Assessment and Performance Measures using scoring criteria <br /> listed in the PSP to ensure that each criterion is addressed, and provide feedback to the City if <br /> criteria are not met. <br /> Deliverables: <br /> • Draft Monitoring, Assessment and Performance Measures for review by the City. <br /> 3.6 Prepare Economic Analyses (Attachments 7, 8, 9 and 10) <br /> RMC will prepare the economic analysis for the project which will include estimating and <br /> presenting the costs and benefits for the following potential benefits of the project: <br /> • Water supply costs and benefits <br /> • Water quality costs and benefits <br /> • Flood damage reduction costs and benefits using modeling•tools and quantitative <br /> analysis (possibly FRAM, HAZUS or other flood damage model based on the availability <br /> of information) (Performance of flood modeling is an optional task) <br /> RMC will consider the potential for seismic events for the project to determine the flood <br /> damage that would occur with and without the project. Several of the key variables that will be <br /> needed from the Project for the analysis are: <br /> • Seismic event probability <br /> • Magnitude of seismic event <br /> • 10IPage <br /> RMC Water and Environment <br />
