. <br /> (10) Class 10. Loans. Class 10 projects as established <br /> by the guidelines are not applicable to the City. <br /> (11) Class 11. Accessory Structures. The construction, <br /> installation, or placement of the following minor <br /> structures accessory to (appurtenant to) existing <br /> commercial, industrial, or institutional facilities . <br /> (a) On premises signs, but not including any sign <br /> requiring the issuance of an architectural permit. <br /> (b) Small parking lots. <br /> (12) Class 12 . Surplus Government Property Sales. The <br /> sale of all surplus or excess property in accordance <br /> with State law, and the provisions of the City' s <br /> Charter, ordinances, rules and regulations relating <br /> thereto, except the sale of excess or surplus land. <br /> (c) Relation to Ministerial Projects. To the extent the <br /> foregoing categorical exemptions include ministerial projects, <br /> such inclusion shall not be deemed to affect the determination <br /> that such projects are ministerial, and said exemptions shall <br /> apply only to the extent any such project is discretionary. <br /> (d) Exception by Location. To the extent that any project <br /> enumerated under Classes 3 , 4, 5, and 11 is located in a particu- <br /> larly sensitive environment, such project shall not qualify as <br /> a categorical exemption, nor shall such project so qualify when <br /> the cumulative impact of successive projects of the same type in <br /> the same place over time may have a significant effect on the <br /> environment. The determination as to whether a particular project <br /> shall be excepted from qualifying as a categorical exemption <br /> shall be made as a part of the initial review by the Planning <br /> Director or other officer or agency of the City as set forth in <br /> paragraph 7 (a) below. <br /> 7 . PROCEDURE. (a) Initial Review. <br /> (1) Public Projects . Every project involving activities <br /> defined and described in paragraphs 2 (r) (i) (1) and (2) <br /> hereof shall be reviewed by the officer or agency of <br /> the City proposing or having the responsibility for <br /> proposing such project for a determination as to whether <br /> such project qualifies for an emergency or categorical <br /> -13- <br />
