If such project does not so qualify, said <br /> officer or agency shall provide a description of the <br /> project to the Planning Director who shall make the <br /> determination of significant effect pursuant to the <br /> provisions of subparagraph (b) hereof . <br /> (2) Private Projects. Every project involving activities <br /> defined and described in paragraph 2 (r) (i) (3) hereof <br /> shall be reviewed by the Planning Director for an <br /> initial determination as to whether such project qualifies <br /> for an emergency or categorical exemption. In the event <br /> such project does so qualify, the Planning Director shall <br /> notify the applicant in writing thereof and refer the <br /> applicant to the appropriate officer or agency of the <br /> City having cognizance of the activity involving the <br /> issuance to the applicant of the lease, permit, license, <br /> certificate, or other entitlement for use involved with <br /> the proposed project. Said officer or agency shall, <br /> upon receiving evidence of the Planning Director' s <br /> determination, process the applicant' s application in <br /> accordance with the appropriate provisions of the City' s <br /> ordinances, rules, regulations, or practices pertaining <br /> thereto. <br /> (b) Determination of Significant Effect. For any project <br /> not excepted or exempted from the provisions hereof, the Planning <br /> Director shall determine whether such project may have a significant <br /> effect on the environment. In connection with such determination, <br /> the Planning Director shall develop a procedure to assist him in <br /> making such determination which procedure may, but shall not neces- <br /> sarily be limited to, the use of questionnaires, or other information <br /> obtaining devices . All applicants shall cooperate with and assist <br /> the Planning Director in obtaining information or data as he may <br /> require and which is reasonably related to the determination to <br /> be made by him. The Planning Director may, upon a finding by him <br /> that an applicant has failed to cooperate or furnish such informa- <br /> tion or data, refuse to process further the applicant' s application, <br /> and shall notify the applicant in writing of his decision. <br /> If the Planning Director determines that a proposed project will <br /> not have a significant effect on the environment, he shall prepare <br /> a draft written negative declaration with respect thereto, which <br /> shall set forth the reasons for his determination.
