and a finding by the Planning Director that the project will not <br /> have a significant effect on the environment. The draft negative <br /> declaration shall be reviewed by the Planning Commission, and either <br /> confirmed or rejected by the Commission. In the event of rejection, <br /> an environmental impact report for the project shall be prepared. <br /> In the event of confirmation, the Planning Director shall transmit <br /> a copy of the negative declaration to the officer or agency of the <br /> City proposing or having the responsibility for proposing the project, <br /> if it involves activities defined and described in paragraph 2 (r) (i) (1) <br /> and (2) hereof, or having the authority to approve or disapprove the <br /> project if it involves activities defined and described in paragraph <br /> 2 (r) (i) (3) hereof, and, in the latter case, he shall likewise trans- <br /> mit a copy of such declaration to the applicant. <br /> The Planning Director shall file a copy of the negative <br /> declaration with, or include the substance thereof in, the notice <br /> of determination to be filed with the County Clerk pursuant to <br /> the provisions of paragraph 10 hereof . <br /> The Planning Director, in making his determination hereunder, . <br /> and the Planning Commission, in conducting its review hereunder, <br /> shall take into consideration both the primary and secondary <br /> consequences on the environment of a project. In accordance with <br /> the guidelines 015081, Calif. Admin. C.) , primary consequences <br /> are those which are immediately related to the project, and <br /> secondary consequences are those which are related more to primary <br /> consequences than to the project, itself . The Planning Director <br /> shall make a finding that a project may have a significant effect <br /> on the environment if any of the following conditions exist: <br /> (1) The proposed project has the potential to degrade the <br /> quality of the environment, curtail the range of the <br /> environment, or tends to achieve short-term, to the <br /> disadvantage of long-term, environmental goals. <br /> (2) The possible effects of the project are individually <br /> limited but cumulatively considerable. <br /> -15- <br />
