• • <br /> consult with, and obtain comments from, any public <br /> agency which has jurisdiction by law with respect to <br /> the proposed project, and may consult with any person <br /> who has special expertise with respect to any environ- <br /> mental impact involved. The Planning Director shall <br /> compile a listing of public agencies which have legal <br /> jurisdiction and/or special expertise with respect to <br /> various categories of projects and project locations <br /> in order to facilitate consultation therewith. In <br /> consulting with such public agencies or persons, the <br /> Planning Director shall provide a reasonable time for <br /> response depending upon the complexity of the project <br /> or the particular questions or matters submitted for <br /> consultation, or upon other relevant matters, which <br /> time shall be not less than two weeks. In the event <br /> any such public agency or person consulted fails to <br /> respond within the time specified, and absent a reason- <br /> able request for a specific extension of time, it shall <br /> be assumed that such agency or person has no comment <br /> to make. The identity of all public agencies and persons <br /> consulted in connection with the preparation of an envir- <br /> onmental impact report shall be included in such report. <br /> In the event fees or other costs are required to be paid <br /> by the City in connection with such consultation, an <br /> applicant shall advance the same to the City, substan- <br /> tially in accordance with the provisions of paragraph <br /> 4 (c) , above. <br /> (5) Draft Report. Upon receipt and collection of all neces- <br /> sary information and data, the Planning Director or <br /> consultant (in those cases where such report is to be <br /> prepared by an agreement with a consultant) shall prepare <br /> a draft environmental impact report . All such reports <br /> shall include the following: <br /> a ] A description of the project sufficient in detail <br /> (but not necessarily extensive) for evaluation <br /> and review of the environmental impact which shall <br /> include: <br /> [1 ] The precise location and boundaries of the <br /> proposed project shown on a detailed map <br /> (preferably, topographic) , which location <br /> shall also appear on a regional map; <br /> [2 ] A statement of the objectives sought by the <br /> proposed project; and <br /> [ 3 ] A general description of the project' s tech- <br /> nical, economic, and environmental characteristics <br /> considering the principal engineering proposals. <br /> [b ] A description of the environment in the vicinity <br /> of the project as it exists before commencement of <br /> the project from both a local and regional perspective. <br /> Environmental resources which are rare or unique <br /> to the region shall be identified and emphasized. <br /> Related projects, both public and private, and both <br /> existing and proposed, in the region shall also be <br /> -17- <br />
