[c] A detailed statement, in accordance with the Envir- onmental Quality Act of 1970 and the guidelines, setting forth the following: [ 1 ] The environmental impact of the proposed action. [2 ] Any adverse environmental effects which cannot be avoided if the proposal is implemented. [3 ] Mitigation measures proposed to minimize the impact. [4 ] Alternatives to the proposed action. [5 ] The relationship between local short-term uses of man' s environment and the maintenance and enhancement of long-term productivity. [6 ] Any irreversible environmental changes which would be involved in the proposed action should it be implemented. [7 ] The growth-inducing impact of the proposed action. In addition to the foregoing, the Planning Director, or consultant, may include such other matters as he, or the consultant, may determine to be relevant or useful to a determination of the effect of the project on the environment. (d) Notice of Preparation and Hearing . Upon completion of the draft environmental impact report, the Planning Director shall file with the secretary of the Resources Agency the notice of completion specified in paragraph 9 hereof, and shall cause notice of such completion and of public hearing on the report to be given in the City' s official newspaper once, not less than ten days prior to the date set for such hearing. The Planning Director shall make the draft environmental impact report available for public inspection subject to reasonable requirements, rules or regulations established by him. Copies of any environmental impact report, or any portion thereof, shall be made available to any person in accordance with the provisions of Article 2 of Chapter 1 of the Code of the City of Redwood City and upon payment of the fees therein prescribed. -18-
