r <br /> • <br /> I <br /> Written comments or other statements with respect to the <br /> report and to the project and its potential effect on the environ- <br /> ment shall be received from any person until the close of the <br /> public hearing . Such written comments or statements shall be <br /> made a part of the environmental impact report. <br /> (e) Hearing. The Planning Commission shall hold a public <br /> hearing on every environmental impact report. At the time and <br /> place set for the hearing, evidence, both written and oral, on <br /> the potential effect of the project on the environment shall be <br /> received, Within 30 days after completion and closing of the <br /> public hearing, the final report, consisting of the draft report <br /> together with written statements or comments submitted in connection <br /> therewith, and a summarization of oral evidence presented, and <br /> such amendments, additions, or changes to the draft report as the <br /> Commission may determine, shall be forwarded by the Commission <br /> with the Commission' s determinations and recommendations, if any, <br /> to the officer or agency of the City having final responsibility <br /> for approval or disapproval of the project or having the authority <br /> to undertake the project. The commission shall make a determina- <br /> tion as to the adequacy and sufficiency of every environmental <br /> impact report, but need not, in its discretion, make recommendations <br /> with respect to the project. <br /> 8. USE OF ENVIRONMENTAL IMPACT REPORT. Every officer or <br /> agency of the City having final responsibility for approval or <br /> disapproval of a proposed project or having the authority to under- <br /> take the project shall consider the environmental impact report <br /> for the project prior to approving, or disapproving, or undertaking <br /> the project. Such officer or agency of the City shall respond to <br /> the Commission' s determinations or recommendations, if any, and <br /> to comments or statements made a part of the final report which <br /> -19- <br />
