b <br /> raise significant environmental issues, and shall described the <br /> disposition of such issues, which description shall include reasons <br /> why specific comments and suggestions, if any, were not accepted, <br /> and factors of overriding importance warranting an override of <br /> such recommendations, determinations, comments, or statements. <br /> Such response shall be made an attachment to, or included in, <br /> the final environmental impact report . <br /> Every environmental impact report shall be deemed an informa- <br /> tional document; provided, however, that authorization for a <br /> project may be denied if, in the opinion of the officer or agency <br /> of the City having final responsibility for approval or disapproval <br /> of the project, or having the authority to undertake the project, <br /> (1) the project' s adverse environmental effect outweighs its total <br /> beneficial effect on economic and social objectives, or (2) a <br /> feasible alternative exists having a lessor adverse environmental <br /> effect without unreasonably affecting detrimentally economic and <br /> social objectives. Additionally, a project may be authorized <br /> subject to conditions reasonably calculated to (1) minimize the <br /> adverse environmental effect of the project, or (2) maximize <br /> the beneficial environmental effect of the project . <br /> 9. NOTICE OF COMPLETION. Upon completion of the draft <br /> environmental impact report, the Planning Director shall cause a <br /> notice of such completion to be filed with the Secretary of the <br /> Resources Agency in accordance with the provisions of Section 21161 <br /> of the Public Resources Code and Section 15085 (c) of the California <br /> Administrative Code. <br /> 10. NOTICE OF PROJECT APPROVAL OR DETERMINATION. Upon <br /> approval of, or determination to carry out a project which is <br /> subject to the provisions of this resolution, the Planning Director <br /> shall file notice of such approval or determination with the County <br /> -20- <br />
