Such response shall be made an attachment to, or included in, the final environmental impact report . Every environmental impact report shall be deemed an informa- tional document; provided, however, that authorization for a project may be denied if, in the opinion of the officer or agency of the City having final responsibility for approval or disapproval of the project, or having the authority to undertake the project, (1) the project' s adverse environmental effect outweighs its total beneficial effect on economic and social objectives, or (2) a feasible alternative exists having a lessor adverse environmental effect without unreasonably affecting detrimentally economic and social objectives. Additionally, a project may be authorized subject to conditions reasonably calculated to (1) minimize the adverse environmental effect of the project, or (2) maximize the beneficial environmental effect of the project . 9. NOTICE OF COMPLETION. Upon completion of the draft environmental impact report, the Planning Director shall cause a notice of such completion to be filed with the Secretary of the Resources Agency in accordance with the provisions of Section 21161 of the Public Resources Code and Section 15085 (c) of the California Administrative Code. 10. NOTICE OF PROJECT APPROVAL OR DETERMINATION. Upon approval of, or determination to carry out a project which is subject to the provisions of this resolution, the Planning Director shall file notice of such approval or determination with the County -20-
