• <br /> 410 <br /> Clerk, County of San Mateo, in accordance with the provisions <br /> of Section 21152 of the Public Resources Code and Section 15085 (g) <br /> of the California Administrative Code. Such notice shall include <br /> a copy of a negative declaration, if applicable, or the informa- <br /> tion included therein, and shall indicate whether an environmental <br /> impact report has been prepared pursuant to the provisions of the <br /> Environmental Quality Act of 1970, the guidelines, and this <br /> resolution. <br /> 11. LEAD AGENCY. In every instance where the City is <br /> designated the lead agency when more than one public agency is <br /> involved in undertaking or approving a project, the provisions <br /> of this resolution shall govern the determination of whether an <br /> environmental impact report is required and, when required, the <br /> preparation of such report . A negative declaration or a draft <br /> environmental impact report shall not be deemed completed until <br /> the officer or agency of the City having final responsibility for <br /> approval or disapproval of the project, or having the authority <br /> to undertake the project has consulted with all other public <br /> agencies which must approve the project or a portion thereof and <br /> such officer or agency has advised the Planning Director of the <br /> results of or response to such consultation. <br /> 12. SUBSEQUENT ENVIRONMENTAL IMPACT REPORTS . Upon comple- <br /> tion of an environmental impact report, no additional such reports <br /> need be prepared unless: <br /> (a) substantial changes are proposed to the project which <br /> will require major revisions of the environmental impact <br /> report due to the involvement of new environmental impacts <br /> not considered in the original report; or <br /> (b) There are substantial changes with respect to the circum- <br /> stances under which the project is to be undertaken (such <br /> as a change in the proposed location of the project) <br /> which will require major revisions in the environmental <br /> impact report due to the involvement of new environ- <br /> mental impacts not covered in the original report. <br /> -21- <br />
