41/ 4 <br /> 13 . USE OF SINGLE ENVIRONMENTAL IMPACT REPORT. A single <br /> environmental impact report may be used to describe more than one <br /> project, upon a determination by the Planning Commission that <br /> such projects are essentially the same in terms of environmental <br /> impact. An environmental impact report prepared in connection <br /> with an earlier project may be used to apply to a later project <br /> upon a determination by the Planning Commission that the circum- <br /> stances of the projects are essentially the same. An environmental <br /> impact report may be prepared in advance for entire programs or <br /> regulations; provided, however, that the Planning Commission shall <br /> find that the environmental effects of the projects are similar <br /> enough to warrant the same treatment in a single environmental <br /> impact report and that such report will adequately cover the impacts <br /> of any single project. <br /> 14 . MULTIPLE AND PHASED PROJECTS . Where individual projects <br /> are, or a phased project is, to be undertaken, and where the total <br /> undertaking comprises a project having a significant environmental <br /> effect, an environmental impact report shall be prepared for the <br /> entire or ultimate project. Where an individual project is a <br /> necessary precedent for action on a larger project, or commits <br /> the City to a larger project having a significant environmental <br /> effect, the environmental impact report relating to the individual <br /> project shall address itself to the scope of the larger project <br /> subject to the limitations of the lead agency principal and the <br /> guidelines. Where one project is one of several similar projects <br /> but is not deemed a part of a larger undertaking or a larger <br /> project, a single environmental impact report for all projects, <br /> or one for each such project, shall be prepared, but in either <br /> case, comments shall be made upon the combined effect of the projects. <br /> 15 .
