411 411 decision, or action of any officer or employee of the City in the administration of the provisions of this resolution may appeal . such determination, decision, or action to the Planning Commission in accordance with the provisions of this paragraph 15 . Any person aggrieved by a determination, decision, recommendation, or action of the Planning Commission (including a determination, decision, or action relating to an appeal) , in the administration of the provisions of this resolution may appeal such determination, decision, or action to the City Council in accordance with the provisions of this paragraph 15 . Notwithstanding the foregoing, no appeal lies, either to the Commission or the Council, from the approval or disapproval of a proposed project, or the decision to, or not to, undertake a project by the officer or agency of the City having such responsibility or authority and after such officer or agency has considered the environmental impact report for such project. The provisions hereof shall not be deemed a limitation upon the right of appeal granted by any other resolution, ordinance, regulation or authority of the City. (b) Request for Appeal Every request for appeal hereunder shall be in writing and filed with the City Clerk within seven days of the final determination, decision, or action being appealed. Such request for appeal shall state the grounds upon which the appeal is made and shall be accompanied by any supporting information the appellant desires to be considered in connection with the appeal. (c) Fees. The written request for appeal shall be accom- panied by a fee according to the following schedule: (1) A nonrefundable fee of $ 10 if the appeal is to the Planning Commission. (2) A nonrefundable fee of $50 if the appeal is to the City Council. -23-
