411 411 <br /> decision, or action of any officer or employee of the City in <br /> the administration of the provisions of this resolution may appeal <br /> . such determination, decision, or action to the Planning Commission <br /> in accordance with the provisions of this paragraph 15 . Any person <br /> aggrieved by a determination, decision, recommendation, or action <br /> of the Planning Commission (including a determination, decision, <br /> or action relating to an appeal) , in the administration of the <br /> provisions of this resolution may appeal such determination, <br /> decision, or action to the City Council in accordance with the <br /> provisions of this paragraph 15 . Notwithstanding the foregoing, <br /> no appeal lies, either to the Commission or the Council, from <br /> the approval or disapproval of a proposed project, or the decision <br /> to, or not to, undertake a project by the officer or agency of <br /> the City having such responsibility or authority and after such <br /> officer or agency has considered the environmental impact report <br /> for such project. The provisions hereof shall not be deemed a <br /> limitation upon the right of appeal granted by any other resolution, <br /> ordinance, regulation or authority of the City. <br /> (b) Request for Appeal Every request for appeal hereunder <br /> shall be in writing and filed with the City Clerk within seven <br /> days of the final determination, decision, or action being <br /> appealed. Such request for appeal shall state the grounds upon <br /> which the appeal is made and shall be accompanied by any supporting <br /> information the appellant desires to be considered in connection <br /> with the appeal. <br /> (c) Fees. The written request for appeal shall be accom- <br /> panied by a fee according to the following schedule: <br /> (1) A nonrefundable fee of $ 10 if the appeal is to the <br /> Planning Commission. <br /> (2) A nonrefundable fee of $50 if the appeal is to the <br /> City Council. <br /> -23- <br />
