following conditions exist: (a) The proposed project has the <br />potential to degrade the quality of the environment, curtail the <br />range of the environment, or tends to achieve short term, to the <br />disadvantage of long term, environmental goals; (b) the possible <br />effects of the project are individually limited but cumulatively <br />considerable; or (c) the environmental effects of the project <br />will cause substantial adverse effects on human beings, either <br />directly or indirectly. <br />(c) Preparation of Environmental Impact Report. <br />(1) Report Required. The Planning Director shall prepare, <br />or cause to be prepared, an Environmental Impact Report <br />for every project for which a determination has been <br />made that such project may have a significant effect <br />on the environment. Such report shall be prepared in <br />accordance with the provisions of this subparagraph (c) <br />(2) Information Required. In connection with the preparation <br />of an Environmental Impact Report, the Planning Director <br />may require an applicant, or the officer or agency of <br />the City having the responsibility.for proposing the <br />project (in the case of projects defined and described <br />in paragraph 2 (m) (1) and (2) , above) , to furnish such <br />information and data, in addition to that required under <br />paragraph B(a), above, as the Planning Director may deem <br />necessary for the preparation of a complete Environmental <br />Impact Report. Failure of an applicant to comply with <br />any reasonable requirement. of the Planning Director <br />to furnish such information and data shall be grounds <br />for the Planning Director not to prepare such report, <br />and upon such failure to furnish information or data, <br />the Planning Director may advise the applicant in writing <br />that no Environmental Impact Report will be prepared <br />until such time as said information and data have been <br />furnished. <br />(3) Agreement.for Preparation. The Planning Director may <br />request that an Environmental Impact Report be prepared <br />by a consultant upon a determination by the Planning <br />Director that, [a] the proposed project involves unusual <br />or unique circumstances requiring special expert analysis <br />insofar as it relates to its effect on the environment, <br />[b] an applicant has requested such preparation by a <br />consultant, or [c] the preparation of the Environmental <br />Impact Report would impose an unnecessary and undue <br />burden upon the administration of the Planning Department <br />or other departments of the City; provided, however, <br />that in the latter case, such determination shall be <br />based upon the recommendation to that effect by the <br />department head of the department so affected. All <br />recommendations for such agreements shall be forwarded <br />to the City Manager, and agreements for such services <br />shall be made in accordance with the City's requirements <br />-10- <br />
