for contracts for personal services, provided that the <br />final decision to enter or award such agreements shall <br />be entirely discretionary with the officer or agency <br />of the City having authority to do so. <br />(4) Consultation with Others. Prior to completing an <br />Environmental Impact Report, the Planning Director <br />shall consult with, and obtain comments from, any <br />public agency which has jurisdiction by law with <br />respect to the proposed project, and may consult with <br />any person who has special expertise with respect to <br />any environmental impact involved. In the event fees <br />or other costs are required to be paid by the City in <br />connection with such consultation, an applicant shall <br />advance the same to the City, substantially in accordance <br />with the provisions of paragraph 4(c) above. <br />(5) Draft Report. Upon receipt and collection of ,all <br />necessary information and data, the Planning Director <br />or consultant ( in those cases where such report is <br />to be prepared by an agreement with a consultant) shall <br />prepare a draft Environmental Impact Report. All such <br />reports shall include a detailed statement setting forth <br />the following: <br />[a] The environmental impact of the proposed action. <br />[b] Any adverse environmental effects which cannot <br />be avoided if the proposal is implemented. <br />[c] Mitigation measures proposed to minimize the impact. <br />[d] Alternatives to the proposed action. <br />[e] The relationship between local short -term uses <br />of man's environment and the maintenance and <br />enhancement of long -term productivity. <br />[f] Any irreversible environmental changes which would <br />be involved in the proposed action should it be <br />implemented. <br />[g] The growth- inducing impact of the proposed action. <br />In addition to the foregoing, the Planning Director, or <br />consultant, may include such other matters as he, or <br />the consultant, may determine to be relevant or useful <br />to a determination of the effect of the project on the <br />environment. <br />(d) Notice of Preparation and Hearinq. Upon completion of <br />the draft Environmental Impact Report, the Planning Director shall <br />cause notice of such completion and of public hearing on the report <br />to be given in the City's official newspaper once, not less than <br />ten days prior to the date set for such hearing.
