or other statements with respect to the report and to the project and its potential effect on the environment shall be received from any person until the close of the public hearing. Such written comments or statements shall be made a part of the Environ- mental Impact Report. (e) Hearing. The Planning Commission shall hold a public hearing on every Environmental Impact Report. At the time and place set for the hearing, evidence, both written and oral, on the potential effect of the project on the environment shall be received. Within 30 days after completion and closing of the public hearing, the final report, consisting of the draft report together with'written statements or comments submitted in connection therewith, and a summarization of oral evidence presented, and such amendments, additions, or changes to the draft report as the Commission may determine, shall be forwarded by the Commission with Lbe Couunission's 7determinations and recotraiendations, if any, to the officer or agency of the City having final responsibility for approval or disapproval of the project or having the authority to undertake the project. The Commission shall make a determination as to the adequacy and sufficiency of every Environmental Impact Report, but need not, in its discretion, make recommendations with respect to the project. 9. USE OF ENVIRONMENTAL,IMPACT REPORT. Every officer or agency of the City having final responsibility for.approval or disapproval of a proposed project or having the authority to under- take the project shall consider the Environmental Impact Report for the project prior to approving, or disapproving, or undertaking the project. Every Environmental Impact Report shall be deemed an informational document; provided, however, that authorization for a project may be denied if, in the opinion of the officer or -12-
