istratively by the City, and to provide for the consideration of <br />environmental factors in connection with the approval or disap- <br />proval of a project and for imposing reasonable fees in connection <br />therewith both prior to and after the effective date of Section <br />21171 of the Public Resources Code. <br />2. DEFINITIONS. For the purposes of this resolution the <br />following terms and phrases shall have the meanings respectively <br />ascribed to them by this paragraph: <br />(a) Applicant. The term "applicant" shall mean any person <br />who has applied to the City, or submitted a proposal <br />to the City, for a lease, permit, license, certificate, <br />or other entitlement for use in connection with that <br />category of projects defined in paragraph 2(m) (3) hereof. <br />(b) Categorical Exemption. The phrase "categorical exemp- <br />tion" shall mean the exclusion of a project or a class <br />of projects from either the requirement for a deter- <br />mination of whether such project or class of projects <br />may have a significant effect on the environment, or <br />the requirement for the preparation of an environmental <br />impact report in connection therewith. Such exemption <br />shall be based upon a predetermination by the City <br />Council that such projects or classes of projects do <br />- - not have a significant effort on tha ar±vironmpnt , . <br />(c) Cif..y The term "City" shall mean the City of Redwood <br />C <br />(d) Consultant. The term "consultant" shall mean a person, <br />not an officer or agency of the City, who or which <br />furnishes expert personal services in the preparation <br />of environmental impact reports. <br />(e) Emergency Exemption. The phrase "emergency exemption" <br />shall mean the exclusion by reason of an emergency of <br />a project or class of projects from either the require- <br />ment for a determination that such project or class of <br />projects may have a significant effect on the environment, <br />of the requirement for the preparation of an environmental <br />impact report in connection therewith. The word "emergency" <br />as used herein shall mean a great public calamity such <br />as extraordinary fire, flood, earthquake, land slide, <br />or other natural disaster, epidemic, riot, civil commotion, <br />civil disturbance, war, or similar or like circumstances. <br />(f) Environment. The term "environment" shall mean the <br />physical conditions which exist within the area which <br />will be affected by a proposed project, including land, <br />air, water, minerals, flora, fauna, noise, and objects <br />of historic or aesthetic significance. <br />(g) Environmental Impact Report.
