impact report" shall mean the detailed written state- <br />ment and comments as defined and described in the <br />Environmental Quality Act of 1970. <br />(h) Environmental Quality Act of 1970. The phrase "Envir- <br />onmental Quality Act of 1970" shall mean Division 13 <br />of the California Public Resources Code as it may be <br />amended from time to time, and guidelines and regulations <br />duly adopted and promulgated by the Secretary of the <br />Resources Agency of California pursuant to said Division 13. <br />(i) Ministerial Project. The phrase "ministerial project" <br />shall mean a project involving a governmental activity <br />to be performed with such precision and certainty as to <br />leave nothing to the exerdise of discretion or independent <br />judgment by the officer or agency of the City authorized <br />by law to take action with respect to such activity. <br />(j) Negative Declaration. The phrase "negative declaration" <br />shall mean the statement that a project, not excluded <br />from the requirements hereof as a categorical exemption <br />or an emergency exemption, has been determined to have <br />no significant effect on the environment, and therefore <br />constitutes a project for which no environmental impact <br />report is required. <br />(k) Officer or Agency of the City. The phrase "officer <br />or agency of the City" shall mean an officer, employee <br />or agent of the City, or the City Council, or a com- <br />mission, board (excluding the Board of Port Commissioners <br />of the City) , ' committee or other body of the City having <br />the characteristics, responsibility, or authority <br />ascribed thereto in the context in which said phrase <br />is used. <br />(1) Person. The term "person" shall mean any person, firm, <br />association, organization, partnership, business, trust, <br />corporation, company, district, county, city and county, <br />city (excluding the City of Redwood City), town, the <br />State, and any of the agencies and political subdivisions <br />of such entities. <br />(m) Project. The term "project" shall mean the following: <br />(1) Activities directly undertaken by the City. <br />(2) Activities undertaken by a person which are sup- <br />ported in whole or in part through contracts, <br />grants, subsidies, loans, or other forms of <br />assistance from the City. <br />(3) Activities involving the issuance to a person <br />other than the City of a lease, permit, license, <br />certificate, or other entitlement for use by the <br />City. <br />As used herein, the term "activities" shall mean <br />an action or undertaking which may, either immediately <br />or ultimately, physically affect the environment. <br />-3- <br />
