CHAPTER 2 <br />Sections <br />216 The term "owner" means the person owning the fee, or <br />the person in whose name the legal title to the real property <br />appears, by deed duly recorded in the office of the county <br />recorder, or the executor, administrator, guardian, trustee <br />or receiver of the owner. The assessment roll shall be <br />conclusive evidence of ownership in the absence of a declara- <br />tion of ownership filed in writing with the clerk, signed by <br />the owner, and accompanied by written evidence satisfactorily <br />establishing a different ownership. <br />217 The term "person" includes company, corporation, partner- <br />ship, association, business trust, guardian, executor or <br />aaministrator. <br />218 The term "personal representative" means a person desig- <br />nated by a corporation to act for it, or an executor or adminis- <br />trator of an estate, or a guardian, or a trustee in bankruptcy, <br />or a receiver appointed by a court. <br />219 The terra " ro ect" means any improvement, structure, <br />facility, utility, undertaking or system which the city is <br />authorized to acquire, construct, improve, maintain or operate. <br />A project may consist of all kinds of personal and real property, <br />including but not limited to land, improvements and fixtures <br />thereon, property of any nature appurtenant thereto or used in <br />connection therewith, and every estate, interest and right <br />therein, legal or equitable, including terms for years, or <br />any combination thereof, or of a right of service or use. <br />The term " ro ect" also includes the construction, reconstruction <br />and repair of all or any portion of any project and labor, ser- <br />vices, expenses and material necessary or incidental thereto. <br />220 <br />The <br />term <br />"real property" means <br />land <br />and improvements. <br />221 <br />The <br />term <br />"treasurer" means the <br />city <br />treasurer of the <br />city. <br />5 <br />
