CHAPTER 3 <br />Sections <br />304 <br />305 <br />306 <br />307 <br />309 <br />310 <br />�vineer. The compensation of engineers for the prepara- <br />tion of specifications, estimates, plans,plats, profiles and <br />other services relating to any project, is an incidental expense. <br />Inspector. The compensation of the person who provides <br />the supervision and inspection for any project, is an inci- <br />dental expense. <br />Formation. The reasonable costs of forming any <br />district pursuant to this ordinance are incidental expenses <br />and may be collected from the first general district tax <br />of such district or from the proceeds of the first bond <br />issue thereof. <br />Consultants. The compensation for legal, fiscal and <br />other consulting services and costs in the conduct of pro- <br />ceedings for the acquisition, construction, improving and <br />financing any project, a r e incidental expenses. <br />Official. The costs of any public officer or department <br />necessary for the formation or operation of a district or an <br />improvement district or any project thereof or in the issuance <br />and servicing of any of its bonds, are incidental expenses. <br />Planning. The costs of.land use planning which is <br />necessary or useful in determining the nature or extent of any <br />project, a r e incidental expenses. <br />Prior Expense. Where any matter or thing, which would <br />have been an incidental expense for any project has been done, <br />performed or contracted for by the city or an owner prior to <br />the commencement of a project which matter or thing is, in <br />the opinion of the council, necessary to such project, it may <br />be acquired and paid for as an incidental expense of such pro- <br />ject, up to an amount not exceeding the reasonable value there- <br />of as determined by the council in accordance with sound <br />accounting practices. <br />7 <br />
