The cost3of printing, publishing, posting <br />and mailing notices, printing and issuing bonds, bond regis- <br />ters or records, and the preparation and dissemination of <br />information as to the feasibility of any project, are <br />incidental expenses. <br />312 / Relocation. The cost$ of relocating or altering any <br />public work, improvement or private or public utility facil- <br />ities as required for any project in those cases where such <br />cost is the legal obligation of the city, a r e incidental <br />expenses. <br />313 Special Fees. Royalties, permits, fees and deposits <br />related to any project, are incidental expenses. <br />314 Testing. The costs of engineering and other analysis <br />and testings related to any project, are incidental expenses. <br />CHAPTER 4 <br />NOTICE <br />401 General. . Unless provided otherwise by this ordinance, <br />whenever a notice, resolution, order or other matter is <br />required to be published, posted or mailed, it shall be done <br />in accordance with the provisions of this chapter. <br />402 By Clerk. Whenever any notice, resolution, order or <br />other matter is required to be published, posted or mailed, <br />and the duty of procuring the same is not specifically enjoined <br />upon any officer or person, the clerk shall cause it to be done. <br />403 Failure to Post or Mail,. The failure of any person to <br />receive any notice shall not affect the validity of any pro- <br />ceeding, provided that such notice has been mailed or a copy <br />thereof posted on the property affected as herein provided. <br />0 <br />
