CHAPTER 3 <br />Sections <br />404 Failure in Publication. The failure to publish any <br />notice, or to publish it the number of times or for the <br />period of time herein provided, shall not affect the validity <br />of any proceeding, provided such notice has been mailed or <br />posted on the property affected as herein provided. <br />405 Mail. Whenever notice is required to be given by mail <br />and the time or method for mailing is not specified, the <br />notice shall be given by first class mail, postage prepaid, <br />to all owners in the area of the district or proposed district, <br />whose property is affected by the notice, cumulatively, as <br />follows: <br />(a) To the names and addresses appearing on the last <br />equalized assessment roll on which district taxes are.or may be <br />collected, including the roll of state assessed property in the <br />district, if any, filed by the State Board of Equalization with <br />the county or city as provided by law; <br />(b) If the title to any parcel has since been trans- <br />ferred,to the names and addresses shown in information in the <br />assessor's office from which the next roll will be made; <br />(c) To utility companies who have filed notice with the <br />county recorder pursuant to Government Code, Section 58900 et <br />seq.; and <br />(d) To the persons at their addresses as filed with <br />or known to the clerk. <br />406 Notice Sufficient. No notice other than that expressly <br />provided for shall be necessary to give validity to any <br />proceeding. <br />
