A district may make and accept contracts, <br />deeds, releases and documents that, in the judgment of the <br />council, are necessary or proper in the exercise of any of <br />the powers of the district. <br />District Officers. The governing body of each district <br />and of each improvement district therein shall be the council. <br />All powers and duties as to any district and any improvement <br />district therein shall be exercised by the city officers having <br />the corresponding duties in the city, excepting services as to <br />which another person or persons are employed or contracted with <br />as provided by law. <br />Employ Assistants. A district may appoint, employ and <br />fix the compensation of engineers, attorneys, consultants and <br />other employees as it deems proper. <br />Joint Powers. A district'or an improvement district may <br />join each other or with the city or any other district or improve- <br />ment district of the city, or other political subdivision, public <br />district-or agency authorized to enter into agreements for the <br />joint exercise of common powers for the acquisition, construction, <br />ownership, operation or maintenance of any project. <br />Improvement District. The city shall have and may exer- <br />cise on behalf of an improvement district any or all of the <br />powers herein provided for a district. <br />Z <br />12 <br />
